The National Insurance Scheme
As an expat, you can be a member of Norway’s National Insurance Scheme, even if you are not a Norwegian citizen or a national of an EU or EEA member state. To qualify for benefits included under the National Insurance Scheme, it is essential that you are a legal resident of Norway and are planning to stay for twelve months at least.

Your right to health services in Norway depends of your status as resident of Norway. If the duration of your stay in Norway is more than one year you automatically become insured under the National Insurance Scheme when you register as a student at a Norwegian institution of higher education and get a student residence permit in Norway.

Students staying in Norway for more than 1 year

If the duration of your stay in Norway is more than one year, you will automatically become a member of the National Insurance Scheme when you register as a resident in Norway with the National Registry (Skatt Øst).
